MINUTES

A. ROLL CALL - Chairman Tim Jessen called the meeting to order at 6:32 p.m. In addition to Jessen the following Supervisors were present by roll call; Ron Overdahl, Liz Holmes, Joel Gunnlaugsson and Randal Sorensen.

B. PLEDGE OF ALLEGIANCE - the Pledge was led by Jessen

C. PUBLIC COMMENTS - None

D. APPROVAL OF MINUTES - The following minutes were approved by unanimous consent after a motion made by Sorensen, seconded by Gunnlaugsson: Town Board Meeting, June 13, 2007; Minutes of Special Town Board Meeting, June 20, 2007.

E. APPROVAL OF BILLS - (Including all Town Committee bills): Motion made by Holmes, seconded by Gunnlaugsson to approve all bills (including the committee bills). Motion carried.

F. DEPARTMENT ACTIVITY REPORTS - Motion made by Holmes, seconded by Gunnlaugsson to accept the following activity reports. Motion carried.
1. Public Works
2. Police
3. Rescue Squad
4. Fire Department
5. Landfill – report not submitted.
6. Airport
7. Financial

G. COMMUNICATIONS - Motion made by Holmes, seconded by Overdahl to receive and file the following communications. Motion carried.
1. DNR Inspections and Landfill-Banned Recyclables
2. Door County Planning Department Approval of Brother’s Too Construction of Commercial Storage Buildings.
3. WI Department of Commerce – Statement of Fire Dues Payment

H. OLD BUSINESS -
1. Codification of Ordinances – Discussion: Holmes and Gunnlaugsson stated they would assist Valerie in finding old ordinances.
2. Airport Update – Jessen stated he was informed by Mike Hinz, MSA that they were notified by Bureau of Aeronautics last month to proceed with the plans for the runway project. This month Jessen will receive drawings and schedules pertaining to air easements. Jessen intends to meet with MSA to discuss the air easements.
3. Room Tax – Approve amendments to Ordinance 2007-2 For Collection of Tax on overnight lodging. – Motion made by Holmes, seconded by Sorensen to approve changes to the Ordinance 2007-2. Motion carried.

I. NEW BUSINESS -
1. WIZAP – Recommendation to approve grant of variance to Ralph and Doris Olson – Motion made by Sorensen, seconded by Gunnlaugsson. Motion carried.
2. WIZAP – Recommendation to approve grant of variance to H. Bruce McClaren – Motion made by Holmes, seconded by Gunnlaugsson. Motion carried.
3. WIZAP - Recommendation to approve a conditional use permit to Reinhold Schomann – Motion made by Overdahl, seconded by Gunnlaugsson to table this permit until plats, surveys or layouts of the area and buildings were provided.
4. WIZAP – Recommendation to approve a conditional use permit to Michael C. Stults – No action, Mr. Stults has withdrawn his building permit.
5. Approve to amend bylaws for WIZAP committee - Re: Increase members of committee from seven (of which two may be alternates) up to but not more than nine – Motion by Gunnlaugsson, Holmes seconded. Motion carried.
6. Approve Mike Kickbush to join as a member of WIZAP – Motion by Gunnlaugsson, seconded by Overdahl. Motion carried.
7. Approval of Washington Island Rescue Squad Bylaws – Motion made by Holmes, seconded by Sorensen. Motion carried.
8. Approve Contract with Amanda Adamski to maintain and update Town of Washington website as needed being 6 – 10 hours per month with an additional 4 hours per month, as needed to bring it up to date – Motion made by Sorensen, seconded by Gunnlaugsson. Motion carried.
9. Approve Operator’s Licenses: A motion by Gunnlaugsson, seconded by Holmes to approve the following Licenses. Motion carried.

J. BOARD MEMBERS COMMENTS - Overdahl stated they should look at combining the landfill manager and Utility District supervisor position into a full-time position.

Chairman Jessen clarified the reasons for mowing the sides of the roads. Jessen also stated the Reinactors were happy with the Farm Museum location except for lack of flush toilets. Jessen also stated the Fire Department was to be commended for the great fire works display on the 4th.

K. PUBLIC COMMENTS, ITEMS NOT ON THE AGENDA - Carol Stayton gave the Board an update and highlights of today’s visit from Gieger & Associates, part of the Door Co. Visitors Bureau program. Carol also made comments and passed out information pertaining to the infestation of weeds and algae at three of the Islands’ beaches, and measures to clean them.

L. UPCOMING MEETINGS - Board of Review, Wednesday, July 18, 2007; Town Board Meeting August 8, 2007.

M. CLOSED SESSION - Motion made by Holmes, seconded by Sorensen to enter Closed Session as authorized under Section 19.85(1)(c) of State of Wisconsin Statures for the purpose of considering employment, compensation and performance of public employees – specifically to consider hiring a police officer at 7:12 p.m. Motion Carried. Roll Call: Jessen, Holmes, Overdahl, Gunnlaugsson and Sorensen.

N. RETURN TO OPEN SESSION - Motion by Holmes, seconded by Overdahl to return to open session at 7:32 p.m. Motion Carried. Roll Call: Jessen, Holmes, Overdahl, Gunnlaugsson and Sorenson.

O. ACTION BASED ON CLOSED SESSION - The board will contact five of the applicants for interviews concerning employment with Town of Washington as a Police Officer.

P. ADJOURNMENT - Motion made by Holmes, seconded by Gunnlaugsson to adjourn. Motion carried at 7:34 p.m.
