TOWN BOARD MEETING
MINUTES
January 13, 2010, Wednesday
7:00 p.m.
Rutledge Room at the Community Center
A. ROLL CALL: Present were Chairman Tim Jessen and Supervisors Elizabeth Holmes, Randy Sorensen, Doug Huffman and Carol Stayton. All present.
B. PLEDGE OF ALLEGIANCE: Jessen led the Pledge of Allegiance for the meeting.
C. PUBLIC COMMENTS – No public comments were given at this time.
D. APPROVAL OF MINUTES: Motion made by Huffman, seconded by Sorensen to approve the minutes of the following meetings
Motion carried unanimously.
E. APPROVAL OF BILLS (Including all Town Committee Bills): Motion made by Sorensen, seconded by Stayton to approve all submitted bills, including all Town Committee Bills. Motion carried unanimously.
F. DEPARTMENT ACTIVITY REPORTS: Motion made by Holmes, seconded by Hufffman to approve all submitted Department Activity Reports.
Holmes addressed the EMS/FAP Money Market account purchases. The account held $20,000.00 as of November and currently it is down to $2,000.00. Lou Small stated the Rescue Squad replaced four defibrilators, upgraded a stair chair and purchased an oxygen tank lift. This becomes County equipment immediately. Motion carried unanimously.

G. COMMUNICATIONS: Motion made by Holmes, seconded by Huffman to approve all submitted communications.
Discussion followed regarding the new time clock in the gym purchased by Doug Delaporte for approximately $200.00. Motion carried unanimously.

H. OLD BUSINESS
1. Review Town Ordinance Chapters 281, Parks, Beaches and Boating Sec 281-6 Animals (A) concerning dogs allowed on town beaches – Motion made by Holmes, seconded by Huffman to review Town Ordinance, Chapter 281.
Huffman stated rather than writing a new Ordinance, the Town could use Chapter 157: Animals, Chapter 273; Nuisances and Chapter 281; Parks, Beaches and Boating already in the Town of Washington Codes. This would prohibit dogs on all public beaches and public parks including access lanes.
Stayton and Jessen voiced concern regarding tourists with dogs who picnic in parks, since this would ban dogs from parks regardless if they on a leash or not. Holmes suggested revising Chapter 281 to ban dogs from ‘public beaches’.
This item was postponed until February 2010 Regular Town Board meeting.
I. NEW BUSINESS
1. Plans from Scott Sonoc concerning the Chalet and its involvement to Washington
Island – Discussion only followed addressing the preliminary drawings of the Chalet
for a Town Center. More information is needed prior to accepting this plan.
2. Increase of dockage fees at Jackson Harbor Marina – Motion made by Stayton,
seconded by Huffman to increase the dockage fees at Jackson Harbor Marina.
This item concerns Ken Koyen and his boat the Sea Diver. Mr. Koyen pays $100.00 per month or $3.29 per day for use of the dock. Koyen pays the electricity for the ice machine located within the facility known as “Jackson Harbor Dock” (according to the Washington Island Electric Coop billing.) Jessen suggested by increasing Koyens’ rate to $200.00 per month, 12 months per year to cover use of the Town’s building (known as Jackson Harbor Dock). Stayton stated she would like to see the letter of understanding addressing describing the conditions.
Motion made by Huffman to charge Ken Koyen $2,400 per year or
$200.00 per month (Amended by Town Board at the 2/10/2010 regularly
scheduled meeting –
Amended motion carried unanimously) plus electric costs (for entire building including ice machine) for the months October through May at the site (Jackson Harbor Dock), seconded by Holmes. Motion approved with the ayes being Jessen, Holmes and Huffman. The nays being Stayton and Sorensen. At this time, the Board did not specify how/when Ken Koyen was to be notified of the changes.
3. Authorize Town Clerk/Treasurer to take action on Archive CD #740367
Motion made by Stayton, seconded by Huffman to continue the Archive CD for six
months. Motion carried unanimously.
J. BOARD MEMBER & PUBLIC COMMENTS:
· Stayton stated she received a call stating the Agenda had not been posted at the gas station. Officer McGrane stated he posted the Agenda but he received the same call.
· Ron Overdahl questioned why the Town calendar was not being sent. Holmes stated the calendar was discontinued due to production/postage cuts however; the information is on the Town Website and in The Observer.
·Officer Tyler McGrane stated a new State law has been passed; when a person is apprehended after Ferry hours and a special Ferry is needed to transport the prisoner off-island, upon being found guilty, the Court will reimburse the Town for the ferry fee up to $500.00, adding it to the defendants’ fines and costs.
